I do in my Despatch No. 111 of 1866, the Ordinance recently passed by myself and Council for the better regulation and control of certain vessels frequenting the waters of Hongkong. As soon as I get the requisite staff together and give the necessary notice to the Chinese population, which I hope to be able to do in six or seven weeks, I shall bring the Ordinance into operation.

I may add that another Ordinance of a very comprehensive character, recently passed, for the better Registration of householders, and dividing the town into districts, with improved provisions for Police-purposes, must be regarded as designed to serve the same object, on land as the Ordinance on the water, because an accurate knowledge of the inhabitants of each street, with their various callings and pursuits must promise useful information calculated to throw light on many transactions now concealed, and which may furnish unexpected...
